How We Review: JL9's Published Method and Its Blind Spots
On the games pages, JL9 marks a figure as "not published" when JILI has not released one. The same rule governs how operators are described. JL9 is an independent guide and not a casino; it takes no deposits and runs no games. This page lists the seven criteria behind every operator description, the blind spots of an outside observer, and how the site is funded. It awards no ratings. 21+.
The rule behind the method
Three labels are used throughout this site. Published means the operator, the provider or a public body has stated it. Not published means we looked and found nothing. Set by the operator means the figure exists but changes at the operator's discretion, so quoting it would mislead. Payout times, fees, minimums and bonus amounts all fall under the third label; check the operator's cashier page.
Seven criteria
| Criterion | What we record | Typical label when missing |
|---|---|---|
| Licence disclosure | Regulator and licensee name; whether it matches PAGCOR's published list | Not published |
| Payment rails | Rails named in the cashier: GCash, Maya, GoTyme, InstaPay, PESONet | Not published outside the cashier |
| Terms clarity | Wagering multiple, weighting, max cashout, expiry | Not published |
| KYC rules | Required documents; when verification is triggered | Not published |
| Complaint route | Escalation beyond chat, in writing | Not published |
| Responsible-gaming tools | Deposit limits, reality checks, time-out, self-exclusion | Described without detail |
| Support channels and app distribution | Contact routes on the operator's domain; browser play; how any app is delivered | Social handles only; installer only |
Blind spots
An outside view misses a great deal, and saying so is part of the method.
- JL9 has no player accounts and has made no deposits or withdrawals for testing.
- It cannot time an operator's internal approval of a withdrawal.
- It cannot confirm which RTP configuration an operator runs where a provider offers several.
- It cannot confirm that a web address is the licensee's own.
- It cannot judge how a complaint would be handled.
What it can state are public properties of the payment system: InstaPay is real-time and capped per transaction, PESONet settles in batches on banking days. Those facts hold whichever operator is involved.
Funding
Outbound links may be partner links. A commission may be paid to JL9 when a reader signs up through one. That is the only commercial relationship, and it does not extend to the text: no payment alters wording, removes a "not published" label or adds praise.
Why no ratings
Variance applies to reviewers too. A rating built on a few sessions would mostly measure luck. Publishing the criteria lets readers apply them to their own situation instead of trusting a number. It also keeps the site honest about scale: seven yes-or-no observations are something an outside guide can actually make, while a mark out of ten for "trust" is not.
Keeping it current
Each page shows its last-modified date. Labels are updated when an operator or provider publishes something new, and errors reported through the Help Center or About page are corrected in the text.
For the reader
Use the table as a pre-deposit check. If three or more rows come back "not published", that is information, and asking the operator's support to fill the gaps before depositing costs nothing. And set a limit first: the responsible-gaming page explains the tools.
Frequently Asked Questions
What does "not published" mean on JL9?
That the site looked for the information and the operator or provider has not made it public. It is not an accusation, only an absence.
Does JL9 test casinos with real money?
No. It holds no accounts and makes no claims from its own play.
Are JL9's links paid?
Some may be partner links that earn commission. They do not affect wording.
Does JL9 rate or rank operators?
No. There are no scores, stars or rankings.
